INCOM-F – Austrian RTI-competences at the interface of freight transport and logistics

Starting point / motivation
The study´s results will help to develop the national RTI-programme "Mobilität der Zukunft" (Mobility of the future) and therefore may contribute to establish common understanding with respect to the transition to a post-fossil mobility: Traditional transport policy will be complemented by sustainable mobility policy. Furthermore, a deeper insight into RTI potential at the intersection between freight transport and logistics will contribute to an easier access to social, ecological, economical and research-relevant challenges within the mobility system Presently, intersections between:
- freight transport
- logistics and
- RTI-potentials (existing and missing innovation)
are poorly identified and coordinated inadequately (actors interaction: transport decisions and transport performance). Additionally, barriers (e.g. technical barriers as incompatible transport systems, lacking interoperability, different data formats etc.) form an ambivalent amendment to respective intersections.
Contents and goals
The study's objective was to reduce the complexity between actors and intersections in order to structure and to describe the Austrian transport and logistics market. Hence, the contracting entity is able to identify the most important actors and address promising RTI-topics in future national research calls, by treating the following topics:
- when, how and where identified actors converge and interact in Austria - identification and analysis of intersections - logistical point of view
- which (industrial) sectors are considerable and appropriate to activate (hidden) RTI potential
- how actors co-operate/ function – organisational dynamics
- where RTI-competence is already available or where RTI-competence is lacking
- which potential exists to activate RTI in Austria
Methods
The investigation identified the interfaces per se and subsequently (industry-) specific RTI competencies at the respective interfaces between the transport of goods and logistics in Austria. This was done by creating a link between theory and exploratory industry analysis. To this end, supply chains of varying complexity in the automotive, fresh produce, CEP services and material recycling industries represented the scope of evaluation. All interfaces identified in the individual industries were then merged across all industries in the form of a comprehensive matrix.
In order to utilise the derived RTI potentials for future open research calls, each of the identified interfaces was subjected to an evaluation of its relevance for the objectives in the Mobility of the Future programme and subsequently selected.
Results and Conclusions
In total, 57 industry-spanning, congruent interfaces were identified:
- 8 vehicle,
- 20 infrastructure and
- 29 information interfaces.
The RTI potentials of the 14 highest-ranked interfaces were presented in more detail.

The study "INCOM-F" aimed to reduce the complexity between the actors (transport action and transport performance) of the freight mobility as well as to analyse its challenges (e.g. technical barriers as incompatible transport systems, lacking interoperability, different data formats etc.). The therefrom obtained results, allow the contracting entity to identify the most important actors and hence address promising RTI-topics in future national research calls.
